Born November 11, 1971 in Cracow.

From July 20, 2009 to November 18, 2011 – Undersecretary of State at the Ministry of Treasury, responsible for supervision of strategic companies in the oil and gas sector, as well as energy diversification projects, i.a. construction of the LNG terminal in Świnoujście, shale gas extraction, and infrastructure development to exploit and transmit energy resources.

From September 2008 to July 20, 2009 – Director of the Department of Ownership Supervision and Privatisation I, at the Ministry of Treasury, exercising supervision over strategic companies in the oil and gas sector. He was responsible for, i.a. preparation of the special law concerning construction of the LNG terminal in Świnoujście and accompanying investment.

From January 2008 to September 2008 – Director of the Department of Climate Change and Sustainable Development responsible, i.a. for negotiations on the EU climate and energy package 3 x 20 and work on the National Allocation Plan II.

July 2004 - December 2007 - Adviser to the Polish delegation to the European Parliament in Brussels. Worked in: the Committee on the Environment, Public Health and Food Safety of the European Parliament, the Committee on Climate Change.

He won a scholarship of the Japanese Sasakawa Foundation (Nippon Foundation) in 1999, Fonds d'Aide aux Lettres Polonaises Independantes, Tournan-en-Brie. He studied in Paris and Grenoble in 1998, Deutsch Akademischer Austausch Dienst (DAAD), University of Trier from 1995 to 1996.

He graduated from the Department of History at the Jagiellonian University (1990-1996), studied at the University of Trier (1995) and the School of Diplomacy and International Relations at the Jagiellonian University (2002-2003). He holds a PhD degree from the Jagiellonian University. He is an author of numerous scientific publications on European integration and energy security.

He is a laureate of the "Konfederatka - a friend of the employer" prize (awarded to those who, by their activities, contribute to the development and integration of the business community), which he received in November 2010 from the Employers of Poland organisation in the State Offices and Agencies category.
